2. Need:

A. Student Demand:

We currently have 120 Boeing Employees enrolled here at Fontbonne University and have seen an interest from the Boeing Community to offer the Masters of Management and the Masters of Business Administration on-site at Boeing locations.  Therefore, at the request of The Boeing Company, we are planning on offering our OPTIONS graduate business degrees at locations of their choice .

B. Market Demand:

All OPTIONS programs are designed for working adults seeking to further career opportunities in business related occupations.According to the U.S. department of labor, employment in Professional and Business Services will increase 27.8 percent over a ten-year period ending in 2014. Fontbonne OPTIONS will provide the opportunity for Boeing employees to advance professionally by earning a Masters degree from an accredited university

C. Societal Need

Given the needs and demands of the Boeing Company to continue upgrading and enhancing their academic and professional development, Fontbonne University degree programs provide additional value to the Boeing Community.

D. Methodology used to determine "B" and "C" above:

The methodology used to evaluate the offering of our existing OPTIONS graduate business programs at the Boeing Company sites considered both data relevant to estimating market demand, societal need, and the needs of the Boeing Company and their employees as well as the mission of FontbonneUniversity. Quantitative data were drawn primarily from publicly available databases, including those compiled by the U.S. Department of Labor. Qualitatively, discussions were held with the Boeing Company, prospective students, the faculty, staff, and executive administration of Fontbonne University, and the larger higher education academic community to ascertain the approval of important internal and external stakeholders. Conclusions favorable to the offering of our OPTIONS graduate business programs at Boeing Company locations in the St. Louis area are supported by analyses of the data collected and are consistent with Fontbonne’s mission, “to meet the needs of the community.”

3. Duplication and Collaboration:

Although there are other institutions within the metropolitan area which offer graduate business programs, no institution of high learning is meeting the specific needs of the Boeing Company. In addition, no institution of higher learning is specifically offering a lock-step, cohort based, accelerated degree format in these areas. Curriculum and instruction methods of the OPTIONS program uniquely separate these degree offerings from those offered by other institutions. Furthermore, the unique benefits and features of this program extend beyond the classroom; i.e. the full student service and support aspect of the OPTIONS program which is dedicated to adult students only.

5. Program Characteristics and Performance Goals (Form PG):

Student Preparation: No special procedures or student qualifications will apply to these locations; all procedures are in line with that of the Clayton campus.

Faculty Characteristics: No special requirements will be assigned to full time or part time faculty that are different from the Clayton campus. All faculty members will hold no less than a Masters degree – many will have professional work-related experience in the field they teach.

Enrollment Projections: Please refer to Form SE in section 2.A.i. The FTE after five years for the OPTIONS programs offered at these locations is expected to be 47. We expect that 67% of our enrollment will be full time students.

Student and Program Outcomes: Student and Program outcomes will be measured in the same manner as the Clayton campus.

Program Accreditation: Fontbonne University is accredited by the Higher Learning Commission of the North Central Association for Colleges and Schools. There is no special program accreditation planned at this time. If the University does seek additional or special accreditation, such request will be made from the entire University not a specific program or location.

Alumni and Employer Survey: Fontbonne University surveys its graduating students every semester to determine the satisfaction of graduates with their studies at Fontbonne University. Expected satisfaction rates of both the alumni and employer surveys will mirror those conducted at the Clayton campus.

6. Quality Assurance for Off-Site Programs:

FontbonneUniversity has successfully managed over the years a number of off-site locations. To that end, the University has established and independent, yet structured academic management team that oversees the academic functions of these locations.

  1. General Oversight: These sites will be managed from the same models which have worked for FontbonneUniversity in the past. This will include at first, at least one full time academic advisor and one full time staff person that moves from site to site to meet the personal, educational and professional needs of the student body. These individuals will meet weekly with the OPTIONS management team at the Clayton campus to ensure the quality control measures are in place and that institutional policies and procedures are followed. Office space is provided at the new site locations and at the main campus.
  2. Faculty Qualifications: Faculty qualifications at these locations will match the high standards that are in place at the Clayton campus. FontbonneUniversity will continue to recruit faculty members with the same credentials as those faculty members currently teaching in the OPTIONS program. The University, as in the past, will place full time faculty when possible at these new locations. Demand, current and future teaching loads and the type of courses being taught, along with the degrees being taught, will further determine the usage and percent of full time faculty teaching at these locations.
  3. Support Services: The age of technology has significantly improved the manner in which FontbonneUniversity is able to service our on-campus Clayton based student body and that of our off-campus student population. This included the academic support services, the financial aid process and library services. While modern technology has aided FontbonneUniversity with student services, there remains a need for the institution to continue personal contact and services; with that in mind, FontbonneUniversity will continue to blend technology with personal, one-on-one service that our students have come to expect. In the area of academic services, one-on-one academic advising will continue. Textbook purchases will continue to be delivered to the classroom. Financial aid services will continue to be available at the Clayton campus with intermittent classroom or site visit from the financial aid personnel. Recruitment efforts will continue to be hosted from the Clayton campus with specific and targeted recruitment practices taking place on-site at these new locations. These personal contacts and services will mirror those that take place on the Clayton campus. The long history and practice of off-site locations have prepared FontbonneUniversity well for these additional sites.
