COORDINATING BOARD FOR HIGHER EDUCATION
HIGHER EDUCATION FUNDING FORMULA TASK FORCE

AUGUST 22, 2007

Notice is hereby given that the Coordinating Board for Higher Education - Higher Education Funding Policies Task Force will conduct a meeting from 10:00 a.m. to 3:00 p.m. on August 22, 2007, at the Missouri Department of Higher Education in the large annex conference room. AGENDA

PURPOSES: To review the conceptual framework and activities discussed in previous meetings; to review data analyses of Missouri and other states; to discuss strategies for meetings with various constituencies; and to develop a schedule for future activities of the Task Force.

  1. Discussion of Conceptual Framework and Activities (Attachment A)
    The Task Force has discussed an overall conceptual framework/approach which is contained in Attachment A. What suggestions do Task Force members have for modifications, changes or additions to the framework?
  1. Conceptual Statement (Attachments B and C)
    At the last meeting the Task Force developed a conceptual statement to support the overarching approach, which is contained in Attachment B. What suggestions do Task Force members have?

    Attachment C contains data that could be used to support the conceptual statement. Are there other data that should be considered to support the statement? Which of these data make the most compelling statements about the importance of higher education?
  1. Data Comparing Missouri and Other States (Attachment D)
    Attachment D compares Missouri with other states on a number of measures. Which comparisons would be most important to communicate to external stakeholders? What other analyses are suggested by the Task Force? Is the best comparison group contiguous states (Arkansas, Kansas, Kentucky, Illinois, Iowa, Nebraska, Oklahoma), or should other states be included?
  1. Strategies for Meetings with Constituencies
    The Task Force has discussed the need to meet with various constituencies. What suggestions do Task Force members have regarding the timing, approach and content for these meetings?
  1. Next Steps
    One item to be discussed in the next meeting is strategies for the allocation of additional resources to institutions. Are there additional items that the Task Force believes should be included on the agenda for the next meeting? Next meetings are:

-- October 10 or 11 in Trenton, MO in conjunction with the Coordinating Board meeting.
