COORDINATING BOARD FOR HIGHER EDUCATION
HIGHER EDUCATION FUNDING FORMULA TASK FORCE

September 21, 2007

Notice is hereby given that the Coordinating Board for Higher Education - Higher Education Funding Policies Task Force will conduct a meeting from 10:00 a.m. to 3:00 p.m. on September 21, 2007, at the Missouri Department of Higher Education in the large annex conference room. AGENDA

PURPOSES: To review the case statement and supporting facts, to review the proposed schedule and future activities of the Task Force.

1. Discussion of Case Statement (Attachment A)
   The Case Statement was sent to Task Force last week. What suggestions do Task Force members have for modifications, changes or additions to the framework? What are next steps?

2. Facts (Attachments B, narrative and C, spreadsheets)
   Supporting facts supporting tables were sent to the Task Force last week. What “facts” are most important to use? Do these facts present a compelling need to invest in higher education? Which facts are the strongest? What should be added? What should be excluded? What are next steps? The Group also discussed a recent ACE survey; selected results are included in Attachment D.

3. Strategies for Meetings with Constituencies
   The Task Force has discussed the need to meet with various constituencies. In particular, the Task Force indicated that
   
   October 1 – Goals.
   Send out revised Case Statements to two and four year institutions to look at prior to their respective meetings on October 10.
   
   October 10 – Meetings of two and four-year institutions.
   Come to some sort of consensus regarding the Case Statements.
   Prepare brief consensus statements for CBHE meeting.
   
   October 11 – CBHE meeting.
   No action has to be taken on the Case Statements at this time as the official due date is not until the next budget cycle.
   We will want to present a unified message and timeline to the CBHE so they can:
       Understand our desired plan of action to impact FY 2010.
       Feel confident in our progress.
   
   October 11 – Next HEF meeting (following the CBHE meeting).
   
   November 14 – HEF meeting.
   
   April 2008 – Recommendations proposed by Task Force to institutions
   
   May 2008 – Final meeting of Task Force
   
   June 2008 – Report to CBHE

4. Discussion of Conceptual Framework and Activities (Attachment E)
   The Task Force has discussed an overall conceptual framework/approach which is contained in Attachment E. What suggestions do Task Force members have for modifications, changes or additions to the framework?

5. Next Steps
   Item to be discussed in the next meeting include guiding principles and strategies for the allocation of additional resources to institutions. Are there additional items that the Task Force believes should be included on the agenda for the next meeting? Next meetings are:
