NEED

  1. Student Demand:
    1. FORM SE Provided
    2. Enrollment Cap = N/A
  2. Market Demand
    1. National
      1. The Occupational Outlook Handbook (2006-2007 Edition) says excellent employment opportunities for construction managers are expected through 2014 because the number of job openings will exceed the number of qualified individuals seeking to enter the occupation. This situation is expected to continue even as college construction Technology programs expand to meet the current high demand for graduates. Employment of construction managers is projected to increase about as fast as average for all occupations through 2014. In addition to job openings arising from employment growth, many additional openings should result annually from the need to replace workers who transfer to other occupations or who retire or leave the labor force for other reasons. More construction managers will be needed as the level of construction activity continues to grow. In addition, opportunities will increase for construction managers to start their own firms. However, employment of construction managers can be sensitive to the short-term nature of many projects and to cyclical fluctuations in construction activity.
      2. According to American General Contractor organization with the Construct My Future program, construction managers are needed for the huge and growing construction industry. Each year the United States alone adds more than $600 billion worth of new construction projects such as new hospitals, schools, highways, bridges, homes, office buildings, stores, etc. That's about 10% of America's Gross Domestic Product. The program points out that no construction project gets done without people to design, plan and organize it, order materials, obtain and operate the equipment, schedule work, and supervise the jobs. There are 6.9 million Americans who are responsible for building structures and all are talented people with special training. Many more people with specific skills and talents are needed. There are over 240,000 jobs available in construction each year.
      3. The Construction Education web site (www.constructioneducation.com) posted an article by CNN/Money called “Most Lucrative College Degrees” list the average starting salary for Construction Science gradates at $41,232 per year. This is higher then majors such as Civil Engineering, Business Management, Nursing, and Marketing to name a few. The word is getting out that Construction Technology programs across the United States have seen enrollment growth doubling or tripling the size of their programs in the last five years.
    2. Local
      1. Needs Assessment conducted by for State Fair Community College-LOZ indicated a strong need for graduates from a construction technology/building materials merchandising program. One-hundred percent of the respondents (14 out of 14) indicated the need for this degree in the Lake of the Ozarks area; 79% (11 of the 14) would pay a higher wage to employees who were graduates of a construction technology/building materials merchandising degree than employees without the degree.
      2. Local advisory council members indicate the need for this program is attributed to the growth in development related to residential, retail, and tourism construction in the Lake of the Ozarks area.
      3. Labor market information from the Department of Economic Development indicates an 11% employment growth in construction Technology for Missouri and a 12.09% Central Missouri by 2012. According to the Missouri Department of Economic Development-Missouri Economic Research and Information Center (MERIC) 2004-2014 occupational projections report, there will be an increase in the following supported construction areas: Carpenters-33%, Construction Laborers-7.74%, Cement Masons & Concrete Finishers-24.25%, Operating Engineers & Other Construction Equipment Operators-21.08%, Construction & Building Inspectors-16.67% Structural Iron & Steel Workers-22.89%. Although these occupational areas may require additional trade skills and/or experience, a construction technology/building materials merchandising background is essential for anyone pursuing advancement opportunities within these occupational areas.
      4. Labor Market Statistic for Central Missouri provided by MERIC listed an 8.8% growth in the “Management of Companies and Enterprises” for the Central Missouri Regional Profile. The Central Missouri Region projects an increase in management occupations from an estimated 980 jobs to a projection 1,100 jobs in the First-Line Supervisors/Managers of Construction Trades & Extraction Workers occupation area alone.
      5. All construction technology/building materials merchandising or construction related areas listed on the MERIC web page had a B+ growth rating or better for projected growth.
      6. Labor Market Statistic for Central Missouri provided by the Missouri Department of Economic Development-Missouri Economic Research and Information Center (MERIC) listed the First-Line Supervisors/Managers of Construction Trades & Extraction Workers moderate to high wage estimates. Average construction management occupations in Central Missouri are at $35,040 yearly and experience/educated workers is at $60,380 yearly for a mean of $51,930 yearly.
      7. State Fair Community College-Lake of the Ozark site currently offers a general transfer degree (AA) and has the authority to offer AAS in business management, computer information services, industrial technology, marine technology, pharmacy technician, and fire science. This new AAS in Construction Management will correspond well with the current course offerings and allow students the opportunity to enhance their ability to be more effective and efficient at performing the functions of construction technology/building materials merchandising.
  1. Societal Need
    1. The increasing complexity of construction projects is boosting the demand for management-level personnel within the construction industry. Sophisticated technology and the proliferation of laws setting standards for buildings and construction materials, worker safety, energy efficiency, and environmental protection have further complicated the construction process. Advances in building materials and construction methods; the need to replace portions the Nation’s infrastructure; and the growing number of multipurpose buildings and energy-efficient structures will further add to the demand for more construction managers. More opportunities for construction managers also will result from the need for greater cost control and financial management of projects and to oversee the numerous subcontractors being employed.
    2. Prospects for individuals seeking construction manager jobs in construction management, architectural and engineering services, and construction contracting firms should be best for persons who have a degree in construction science, construction management, or civil engineering—but also practical experience working in construction. Employers will increasingly prefer applicants with college degrees, previous construction work experience, including internships, and a strong background in building technology.
  2. Methodology
    1. Occupational Outlook Quarterly, Fall 2007
    2. American General Contractors web site, Fall 2007

DUPLICATION

Other Construction Technology programs exist among community colleges throughout the state but these program offerings are not within the State Fair Community College region and do not create duplication of effort. University of Central Missouri and Missouri State University offer Bachelor’s of Science in Construction Management for those who may be interested in pursuing a 4-year degree.
