B. Market Demand
This is a hybrid MA degree program. Courses for this program will be delivered using
distance learning methodology but will be supplemented with courses held on the MSSU campus.
There is currently no other MA in History program that is available through this modality.
In 2006 a U.S. Department of Education grant entitled Mastering American History was awarded
to an educational consortium in Southwest Missouri to offer an MA in American History to
working teachers across the state of Missouri. The courses were to be taught online using faculty
from Missouri Southern State University and the University of Missouri-St. Louis with the
degree being awarded through the latter's graduate program. With minimal advertisement the
program received 72 applicants for the 24 available positions in the program (see Appendix A,
pp. 14-15).
To further assess the interest in, and demand for, the advanced degree the History
Department posted an online survey during the fall of 2007. The survey was conducted
through teachers and other targeted audiences, including museums and historical agencies.
One hundred and five individuals responded. Over 95% of the respondents felt that there is a
demand for a flexible joint graduate program. Of the total respondents, almost 65% responded
that they either would or might (45.1% and 19.6%, respectively) be interested in pursuing a
degree through the program. Complete results are reported in Appendix B (pp. 16-19).
C. Societal Need
According to The Missouri Economic Research and Information Center's employment
projections for teaching jobs indicate substantial growth for the southwest region of the state
(www.missourieconomy.org). MDED projects a 10% increase in teachers by 2012, along with a
14% growth of administrators and a 19% increase in postsecondary teachers. While these
employment trends do not speak directly to the need for master's prepared employees, the
increasing demands for professionalism and graduate training for supervisory personnel along
with an increasing number of teachers suggest corresponding growth in the need for Master's
level trained personnel. Letters submitted from two local school districts bear out the relevance
of the graduate degree in Southwest Missouri, specifically in the field of History. See Appendix
C (pp.20-21).
Trained historians also work for museums, parks, municipalities and other agencies, all of
which are growing in southwest Missouri. George Washington Carver National
Monument in Diamond recently dedicated a new 18,000 square foot museum, theatre and
interactive Discovery Center and anticipates additional staffing as visitation increases.
The Joplin Museum Complex in Joplin and Powers Museum in Carthage are expanding.
Southwest Missouri also includes numerous county archives, small museums, and
municipalities that are all supported by higher education institutions. In addition, an on-line
MA program serves place bound students within the region and beyond.
D. Methodology
Projections were made based on the experience of the Mastering American History grant, an
analysis of survey data, growth in agencies and schools that utilize professionally trained
historians and changes in demographic structure of the area in the past decade.

institutions?
Governed by Memorandum of Understanding dated May 10, 2007, which states that University of Missouri-St. Louis will keep 100% of all fees when its faculty teach a course and will remit 80% of all fees to Missouri Southern State University when one of its faculty members teach the course; retaining the remaining 20% for administrative expenses. If a course is taught by faculty from both universities then the percentage of course taught by the MSSU faculty member will be
used to calculate the tuition remitted to MSSU.
7. What commitments have been made by all participants to evaluate the program systematically?
Governed by Memorandum of Understanding dated May 10, 2007, which states that this agreement will be reviewed annually and renewed every three years. Both institutions are governed by state approval, national accreditation, and federal accountability provisions that require systematic program evaluation.
8. If one institution wishes to discontinue the program, what agreements exist for terminating the
offering?
